UNESCO is developing a comprehensive strategy to strengthen media in the face of contemporary threats such as disinformation. The purpose of this study is to analyze UNESCO’s multi-level approach to addressing these challenges. At the heart of the strategy is UNESCO’s International Programme for the Development of Communication, which provides funding and financial assistance to new media projects around the world and is actively involved in shaping global principles for their operation. The organization provides programs for reporters on fact-checking and propaganda, and also collaborates with national institutions and universities. Drawing on the experience of Azerbaijan and other countries, this collaboration enables the media to strengthen their resilience and effectively counter information threats, ultimately preserving the important role of journalism as the foundation of democracy.
